So true stormtruth, you've stormed the truth once again. I would say all governments are in on it, seems to be riots or drive-bys for black areas and false-flags for white ones. Yes indeed, here we saw our own labour leftie COL govt. invite antifa to the capital the moment they got in and welcomed them with open arms on "land war" day, and the first thing they did was put up their antifa flag for all to see. This is how they promote hate, and it's working very well for the most part.
