officers attempted to shut down a table that was used to distribute food. When the demonstrators refused, they were taken into custody. The names of those arrested were not immediately available early Sunday morning. Officers originally warned the demonstrators around 9:45 p.m. that a city ordinance prevented food from being distributed at City Hall after 10 p.m.,

Before I begin, I am operating without hearing the police officers' side of the story. However, this is getting ridiculous! They are denying people FOOD! They call this "laying siege"-- a tactic as old as warfare itself. In other words, once the cops realized that they can't keep shooting protesters out of the area, they started trying to starve them out.
I would bet money that this ordinance being used as an excuse to shut down the food table was written after the OWS protest began at the earliest. Who would be distributing food at City Hall after 10 PM "normally"? Most social and civic functions are trying to clean up the mess by then.
Okay, lets assume that the law was passed years ago. Do the germs that the City of Austin are afraid of magically stop working between the hours of 6AM and 10PM? No, of course not.
At best this is just another bullshit maneuver to attempt to stop the protests, nothing more.
