WHO: AUTHORITY TO DISSOLVE SOVEREIGN GOVERNMENTS & TAKE CONTROL DURING A "PANDEMIC"

The World Health Organization determined back in 2005 that it has the authority to dissolve sovereign governments and take control should there be a “pandemic”.

From the WHO 2005 declaration: Under special pandemic plans enacted around the world including the USA, in 2005, national governments are to be dissolved in the event of a pandemic emergency and replaced by special crisis committees, which take charge of the health and security infrastructure of a country, and which are answerable to the WHO and EU in Europe and to the WHO and UN in North America.

"Model State Emergency Health Powers Act" is used when a town or state is faced with a "Pandemic" situation.

Examples would be; "Swine Flu", this law enables the Government to seize/quarantine a town and all the people within.

Once Quarantined the government would be allowed to seize all property and seize the rights of the people to resist government (i.e confiscating all civilian owned firearms.).

This will be done to control the population and is only for the protection of government forces


If the Model Emergency Health Powers Act is implemented on the instructions of WHO,

it will be a criminal offence for Americans to refuse a vaccine. Police are allowed to use deadly force against “criminal” suspects.


As of April 15, 2006, 32 states had introduced 92 legislative bills or resolutions that are based upon or feature provisions related to the articles or sections of the act. Of these bills, 37 had passed.

Under the Model State Emergency Health Powers Act (MSEHPA) , upon the declaration of a “public health emergency,” governors and public health officials would be empowered to:


Force individuals suspected of harboring an “infectious disease” to undergo medical examinations. Track and share an individual’s personal health information, including genetic information.

Force persons to be vaccinated, treated, or quarantined for infectious diseases.

Mandate that all health care providers report all cases of persons who harbor any illness or health condition that may be caused by an epidemic or an infectious agent and might pose a “substantial risk” to a “significant number of people or cause a long-term disability.” (Note: Neither “substantial risk” nor “significant number” are defined in the draft.)

Force pharmacists to report any unusual or any increased prescription rates that may be caused by epidemic diseases.

Preempt existing state laws, rules and regulations, including those relating to privacy, medical licensure, and–this is key–property rights.

Control public and private property during a public health emergency, including pharmaceutical manufacturing plants, nursing homes, other health care facilities, and communications devices.

Mobilize all or any part of the “organized militia into service to the state to help enforce the state’s orders.” Ration firearms, explosives, food, fuel and alcoholic beverages, among other commodities.

Impose fines and penalties to enforce their orders

State legislative activity related to MSEHPA: As of July 15, 2006, the Act has been introduced in whole or part through 171 bills or resolutions in forty-four (44) states, the District of Columbia, and the Northern Mariannas Islands. Thirty-eight (38) states [AL, AK, AZ, CA, CT, DE, FL, GA, HI, ID, IL, IN, IA, LA, ME, MD, MN, MO, MT, NV, NH, NJ, NM, NC, OK, OR, PA, RI, SC, SD, TN, TX, UT, VT, VA, WI, and WY] and DC have passed a total of 66 bills or resolutions that include provisions from or closely related to the Act. The extent to which the Act's provisions are incorporated into each state's laws varies. For more information, please refer to the specific legislative bills or resolutions referenced in the MSEHPA State Legislative Activity Table and the MSEHPA State Legislative Surveillance Table.
