Cruelty to animal laws do exist, but seem to be rarely investigated, much less enforced from what I've seen.  Better chance of getting charged for homicide in Chicago than being investigated for animal cruelty.  (14.6% homicides with suspect charged - not convicted, just charged)

Some countries have an Animal Welfare act in legislation. In mine for example, its Reckless ill-treatment of animals. Imprisonment up to 3 years, fine up to $75.000 - if animal disabled, suffers serious pain/distress, is impaired or dies. statue of limitations- 5 years.( check out with Chinese friends what if anything is available there, get them to post it up on social media) and keep hounding the authorities.
