Let's be honest here, many in middle America aren't all that concerned with what happens to coastal cities they consider to be dens of inequity anyway. The way to strike fear in their hearts is to stage it in a Middle American city that's not an obvious target.

If in imminent, you mean covert assets already have boots on the ground and are engaging in clandestine espionage activities...then yeah its on...overt action seems to be right around the corner.
