Its all about the Law of Nations which is Fundamental SUPREME LAW OF THE LAND IN THE United States of America. Located in Article 1 Section 8 Clause 10 of the Constitution for the united Sates of America, and as a verified historical FACT, every member of the Constitutional Convention had access to and relied upon the book Law of Nations by Vattel.
