Now if I am not misreading this article then it says that the state of Pennsylvania used government funds to  relocate the residents. So now is this property not in control of the federal government?

If so it seems to me if the carbon tax is passed then the federal government would also be liable to pay a carbon tax on this 400 hundred sq. mile area that is admitting huge amounts of carbon dioxide for possibly the next 250 yrs.

Just my thoughts.
