We owe the Vetted Facts about the
New Orleans Flood to the Survivors
This coming August, a new article will appear in a highly reputable science journal. It should change what people say about the New Orleans Flood during Katrina.
The article is written by nationally recognized experts David Rogers and Ray Seed. It contains a retraction of statements they made in the highly cited NSF-funded levee investigation they co-chaired in 2006.
Their article, accepted for publication in Water Policy (the official journal of the World Water Council) backpedals on damning statements Rogers and Seed made, namely that local levee board officials used political ties to force the Army Corps of Engineers to build the inadequate levee system that failed disastrously during Katrina.
The paper tells the vetted story, namely that the Army Corps doomed New Orleans because:
1) the Corps made a tragic mistake on a large-scale study they did in the 1980s, and
2) the Corps believed it was congressionally mandated to build structures that cost the least.
The 14-page article is also a “one stop shop” and addresses most, if not all, of the significant issues and events relating to flooding during Katrina.
The new paper separates the facts from the fairy tale.
Finally, the people of New Orleans can throw off their "cloak of shame."
