Its confusing, I'm with the understanding the smaller the council the more powerful they are.    The issue now, this current time, the spirals and funnels are releasing the demons from the lower parts and those in the upper dimensions.  They will by ritual and human sacrifice take the bodies of the councils to allow them to now build the armies and command structure to start the wars.

I know the council of 13 is the heads of each of the 13 familes and the head and Baron of the Rothchild family is the Pindar the top guy in the Illuminati and he goes somewhere underground and communicates with the Pindar of the Reptlians.

They are going to play good and bad cop.  The so called Ascended Masters (New Agers), or the Aliens (Atheist) or Fallen Angels (which they are), will identify the Reptlians, or evil demons.    They are all evil.    However, the "good ones" will win out and Sonanda will be Jesus, and each country will receive one of the 10 from the Supreme Council.

Lucifer cannot do anything that God won't allow.   God is in total control as Lucifer has tried many occasions to hurry this up and has failed each time because he was thwarted by God.   The Final Phase will soon be allowed by God in due time.   I have the evidence actually.   Lucifer cannot tempt God nor even think ahead since God knew from the moment of creation what was going to happen exactly.    The New World Order goes back to Cain, Able and later Nimrod (first Mason) and the pharoahs to now.   Satan/Lucifer has tried many times to accomplish this but has failed every time.    Jesus Christ will return and once the Great Tribulations the 1000 years will begin.

Well said now if only we could all gather around with megaphones and go to the Illuminati council of 13 and say that to them, better yet we just show  up at their HQ  and let them have it. I say we storm them and defeat the evil empire once and for all.
