FCC Rules and Regulations - Confusing To Follow, Hard To Understand

I feel the FCC needs to release some freedom for most hobbyists and also publish easy to understand in clear english part 15 FCC rules and regulations. Most of the rules in the part 15 manuals are hard to interpret and understand unless you know what micro volt and radiator is. Also FM transmitters that just run on 2 tiny small batteries don't even cover a wide area like it should it only covers about 5 to 10 feet in square area.
