Having a garden where I could have fresh veggies all year round would have to be either; in the basement of an old house with tin foil and grow lights, or in my garage. I prefer the basement idea better.
All one would have to do is let the power company know you are growing a garden because the power bill may be a bit high.
There may be inexpensive technology out there that may be used to cut down on the power bill.
Maybe there is an old windmill one could buy. I know this sounds nuts but I'm just putting out some ideas.
And the best nutrients too!!!

Stock up on sprout seeds: Alfalfa, clover, mung, radish, garbonzo etc. You can soak and in 4-7 days you have greens for survival. Sprouting wheat berries are delicious too. You can find many inexpensive ways of sprouting. A bottle and screen does it.
Just do it!!!! You will learn......you can use seeds or the baby plants.......but if your climate is right and you water enough, you will learn......make certain there's space between when you plant......it's amazing what happens!!!
