Are you speaking of the shorten url function in status updates? I know that ning can be glitchy at times and I have had issues with this from time to time. I'll post something in status updates and see if I'm having an issue myself :)
I just found out that it is not working for me either. The issue must be with ning then. I hope they resolve the issue ASAP :)
