Only a guy like Gerald Celente would make that analogy. He's a great man and we should all be grateful that guys like him catch the ears of people like us. We should be thankful he's managed to acquire a soap box and enough media attention that we get to hear him talk from time to time.

The Roman Empire became so large that it is a commonly accepted belief that it did not fall from without (by external conquest), it fell from within.
